The BSI has installed special cell towers in Berlin

The German Federal Office for Information Security (BSI) has installed small mobile cell towers for the government district in Berlin to make spying on the Bundestag and other government institutions harder. Apparently these are in-house cell nodes and were installed in the spring.

Experts speculate that the embassies of the US and UK have rooftop equipment installed that is designed to hijack cell phone connections.

Additionally, IT and communication security is being improved in the several ministries (including the Interior, Defense and Justice ministries). Budgets for German intelligence agencies are also being increased.
